1. Acceptance of Terms

These Terms and Conditions ("Terms") constitute a legally binding agreement between you ("Player," "User," or "you") and phlari ("phlari," "we," "us," or "our") governing your access to and use of the phlari website, mobile platform, games, and all related services (collectively, the "Platform").

By creating a phlari account, accessing the Platform, or placing any wager or bet, you confirm that you have read, understood, and agree to be bound by these Terms in their entirety, together with our Privacy Policy and Responsible Gaming Policy, which are incorporated herein by reference.

If you do not agree to these Terms, you must immediately cease using the Platform and close your account. Continued use of the Platform following any update to these Terms constitutes your acceptance of the revised Terms.

2. Eligibility

To register and use the phlari Platform, you must satisfy all of the following eligibility requirements at all times:

• You must be at least 21 years of age, as required under Philippine gaming regulations enforced by the Philippine Amusement and Gaming Corporation (PAGCOR).
• You must be a natural person with full legal capacity to enter into binding contracts under Philippine law.
• You must not be a resident of, or accessing the Platform from, any jurisdiction where online gambling is prohibited or restricted by applicable law.
• You must not be a current employee, contractor, director, officer, or immediate family member of phlari or any of its affiliated companies, game providers, or payment processors.
• You must not have been previously excluded, suspended, or banned from the phlari Platform or any other PAGCOR-regulated gaming platform.
• You must not be registered on any self-exclusion list maintained by phlari or any regulatory authority.

phlari reserves the right to request documentary proof of eligibility at any time. Failure to provide satisfactory documentation may result in account suspension and withholding of funds pending verification.

3. Account Registration

To access the full features of the phlari Platform, you must register a personal account. The following rules apply to all phlari accounts:

• One account per person: Each individual may hold only one active phlari account. Opening multiple accounts — whether under the same or different personal details — is strictly prohibited and will result in immediate suspension of all associated accounts.
• Accurate information: You must provide truthful, accurate, and complete information during registration and keep your account details up to date at all times. Providing false information is a material breach of these Terms.
• Account security: You are solely responsible for maintaining the confidentiality of your login credentials. You must not share your username or password with any third party. phlari will never ask for your password via any communication channel.
• Non-transferability: Your phlari account is personal to you and may not be transferred, sold, or assigned to any other person under any circumstances.
• Identity verification (KYC): phlari may require you to complete identity verification procedures at any time, including submission of a government-issued ID, proof of address, and proof of payment method ownership. Accounts that fail KYC verification may be restricted or closed.

phlari reserves the right to refuse account registration to any applicant at its sole discretion, without obligation to provide a reason.

4. Deposits and Withdrawals

4.1 Deposits. All deposits to your phlari account must be made using payment methods accepted by the Platform, including GCash, PayMaya, BPI, BDO, Metrobank, and UnionBank. The payment method used must be registered in your own name. phlari does not accept deposits from third-party accounts. Minimum and maximum deposit limits apply and are displayed at the time of transaction.

4.2 Withdrawals. Withdrawal requests are processed to the same payment method used for the most recent deposit, where technically possible. All withdrawals are subject to identity verification. phlari reserves the right to request additional documentation before processing any withdrawal. Withdrawal processing times vary by payment method and are displayed in the Platform's cashier section.

4.3 Currency. All transactions on the phlari Platform are conducted in Philippine Peso (PHP / ₱). phlari is not responsible for any currency conversion fees charged by your bank or payment provider.

4.4 Anti-Money Laundering. phlari complies with applicable Philippine anti-money laundering laws and regulations. We are required to report suspicious transactions to the appropriate authorities. Deposits made to a phlari account must represent funds from legitimate sources. Using the Platform to launder money or conduct any other illegal financial activity is strictly prohibited and will be reported to law enforcement.

4.5 Dormant Accounts. An account that has had no login activity for a period of twelve (12) consecutive months may be classified as dormant. phlari reserves the right to apply an administrative fee to dormant accounts in accordance with applicable regulations. Players will be notified before any fee is applied.

5. Bonuses and Promotions

phlari offers various bonuses and promotional offers to eligible players. All bonuses are subject to the following general conditions, as well as any specific terms attached to each individual promotion:

• Bonuses are available to players who meet the eligibility criteria specified in the relevant promotion terms.
• All bonuses are subject to wagering requirements that must be fulfilled before any bonus-derived winnings can be withdrawn. Wagering requirements are stated clearly in each promotion's terms.
• phlari reserves the right to modify, suspend, or withdraw any bonus or promotion at any time without prior notice.
• Only one bonus may be active at a time unless otherwise specified. Players may not combine bonuses unless explicitly permitted.
• Any attempt to abuse, exploit, or circumvent bonus terms — including through the use of multiple accounts, coordinated play, or any other method — will result in the forfeiture of the bonus and any associated winnings, and may result in account suspension.
• Bonuses have an expiry period. Unused bonuses that expire will be removed from your account automatically.

phlari's decision on all bonus-related matters is final and binding.

6. Gameplay Rules

6.1 Game Availability. phlari offers a range of games including slots, live dealer tables, bingo, fishing games, and sports betting. Game availability may vary and is subject to change without notice. phlari does not guarantee the continuous availability of any specific game or game provider.

6.2 Technical Malfunctions. In the event of a technical malfunction, disconnection, or system error during gameplay, phlari reserves the right to void affected bets and return stakes to the player's account. phlari is not liable for losses resulting from technical failures beyond its reasonable control.

6.3 Bet Limits. Minimum and maximum bet limits apply to all games and are displayed within each game interface. phlari reserves the right to adjust bet limits at any time.

6.4 Disputed Results. In the event of a dispute regarding a game result, phlari's records shall be the definitive source of truth. Players may submit a formal dispute through the Platform's support channel within seven (7) days of the disputed event. Disputes submitted after this period will not be considered.

6.5 Sports Betting. Sports betting markets are subject to their own specific rules, which are available within the sportsbook section of the Platform. phlari reserves the right to void bets placed on events affected by match-fixing, corruption, or other integrity violations.

7. Prohibited Conduct

The following conduct is strictly prohibited on the phlari Platform. Violation of any of these prohibitions may result in immediate account suspension, forfeiture of funds, and referral to law enforcement authorities:

• Using the Platform if you are under 21 years of age or otherwise ineligible under these Terms.
• Opening or operating multiple accounts, or assisting another person in doing so.
• Providing false, misleading, or fraudulent information during registration or verification.
• Using automated software, bots, scripts, or any artificial intelligence tools to gain an unfair advantage in any game or betting market.
• Engaging in any form of collusion, chip dumping, or coordinated play with other players.
• Exploiting software bugs, errors, or vulnerabilities. Any such exploit must be reported to phlari immediately; failure to do so constitutes a breach of these Terms.
• Using the Platform for any money laundering, fraud, or other illegal financial activity.
• Attempting to reverse, charge back, or dispute any legitimate transaction made on the Platform.
• Harassing, threatening, or abusing phlari staff, support agents, or other players through any communication channel.
• Accessing the Platform from a jurisdiction where online gambling is prohibited by applicable law.

8. Responsible Gaming

phlari is committed to promoting responsible gaming among all Filipino players. We provide the following tools and resources to help players maintain control over their gambling activity:

• Deposit Limits: Players may set daily, weekly, or monthly deposit limits through their account settings. Limit reductions take effect immediately; limit increases are subject to a cooling-off period.
• Session Time Limits: Players may set limits on the duration of individual gaming sessions.
• Self-Exclusion: Players who wish to take a break from gambling may request a self-exclusion period of 30 days, 90 days, 180 days, or permanent exclusion. Self-exclusion requests are processed within 24 hours and cannot be reversed during the exclusion period.
• Reality Checks: Players may enable periodic on-screen reminders showing time spent and net gaming activity during a session.

9. Intellectual Property

All content on the phlari Platform — including but not limited to the phlari name, logo, trademarks, game graphics, software, text, images, audio, and video — is the exclusive property of phlari or its licensors and is protected by applicable intellectual property laws.

You are granted a limited, non-exclusive, non-transferable, revocable licence to access and use the Platform solely for personal, non-commercial entertainment purposes. You may not copy, reproduce, distribute, modify, create derivative works from, publicly display, or exploit any content from the Platform without the prior written consent of phlari.

10. Limitation of Liability

To the fullest extent permitted by applicable Philippine law, phlari's total liability to you for any claim arising out of or in connection with these Terms or your use of the Platform shall not exceed the total amount deposited by you into your phlari account in the thirty (30) days preceding the event giving rise to the claim.

phlari shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including but not limited to loss of profits, loss of data, loss of goodwill, or business interruption, arising out of or in connection with your use of or inability to use the Platform, even if phlari has been advised of the possibility of such damages.

phlari does not warrant that the Platform will be uninterrupted, error-free, or free of viruses or other harmful components. You access and use the Platform at your own risk.

11. Privacy and Data Protection

phlari collects, processes, and stores your personal data in accordance with our Privacy Policy, which forms part of these Terms. By using the Platform, you consent to the collection and processing of your personal data as described in the Privacy Policy.

phlari implements industry-standard security measures to protect your personal and financial data. However, no method of electronic transmission or storage is 100% secure, and phlari cannot guarantee absolute data security.

12. Account Termination and Suspension

phlari reserves the right to suspend, restrict, or permanently close any player account at its sole discretion, with or without prior notice, in the following circumstances:

• Breach of any provision of these Terms.
• Failure to complete identity verification within the required timeframe.
• Suspected fraudulent, illegal, or abusive activity.
• Receipt of a self-exclusion request from the account holder.
• Regulatory requirement or instruction from a competent authority.

Upon account closure, any verified real-money balance (excluding bonus funds subject to incomplete wagering requirements) will be returned to you via your registered payment method, subject to completion of any outstanding verification requirements.

You may close your phlari account at any time by contacting our support team. Account closure requests are processed within five (5) business days.

13. Amendments to These Terms

phlari reserves the right to amend, update, or replace these Terms at any time. When material changes are made, phlari will notify registered players via email or an in-platform notification at least seven (7) days before the changes take effect, where practicable.

The most current version of these Terms will always be available on this page, with the effective date indicated at the top. Your continued use of the Platform after the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not agree to the revised Terms, you must close your account before the effective date.

14. Governing Law and Dispute Resolution

These Terms and any dispute or claim arising out of or in connection with them shall be governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law provisions.

In the event of a dispute between you and phlari, both parties agree to first attempt to resolve the matter through good-faith negotiation. If the dispute cannot be resolved informally within thirty (30) days, it shall be submitted to the exclusive jurisdiction of the competent courts of Makati City, Metro Manila, Philippines.
